why do I have to resize a photo pasted into OpenOffice?

When I paste a picture (JPEG) into the OpenOffice WP, why do I have to resize it as needed by clicking on the corner of the box and dragging it? (Otherwise, all I see is the box and a gray anchor icon.) I thought the picture would paste in with as correct a size as the margins would allow.

Instead of pasting use "insert" - "picture" then "file" and the picture seems to fit the page. If you want it smaller you may have to resize.
