msmtp how to chmod a all useable file?

Hi, I am trying to run msmtp as daemon that calls up the script when torrent is finished (transmission). But I am not able to get msmtp to run a file using -C "file" option with a file either owned by root or user account. The msmtp refuse to run these .msmtprc files under other accounts. I tried to get the $USER global variable of the daemon, but it is blank.
Thanks,
Ted
