mplayer, add black bars?

I output to a dxr3 card, it cuts off the image because of the tv borders. I want to add black bars to all 4 sides, like shrink the 640x480 (yes this is a video that size) to about 90% its normal size, then center it on a black 640x480 background in realtime (not re-encode, though I am not apposed to it if it can be done, I have failed) I have been able to shift the image around on the screen, not what i want. I can also scale it, but then it automatially rescales it for the dxr3 so its no good.

system specs should not be necessary for this.

I have tried -zoom, -vf scale=params, expand=params, dsize=params in several combinations, no luck. also tried to crop to size larger than image and even mixed with the other params, still no good.
