Can anyone tell me why my Email Controls (Smileys & Text Controls) have gone ?

You may be composing in plain-text mode. Compose->Options->Format

Sending messages in plain text is actually not a bad idea. They take less space/bandwidth, so download faster, they're visible in more email client software, and they're appropriate for mailing lists.

Email Controls

If you click Compose while holding down Shift Key you switch on or off Text Controls ..
