Mouse cursers

I wanted to install different mouse curser themes. I went to kde-look.org, and tried their instructions. In root, I typed "mkdir ~/.icons/default" The response was " cannot create directory, no such directory"
What am I doing wrong?
Thanks:

you have to create the lower level directory first and then the sub directories.

for eg if you want to create /tmp/temp/temp1

first you have to create /tmp/temp and then create /tmp/temp/temp1

Or you can use "mkdir -p ~/.icons/default"
