Question more Gnome hotkeys

I'm surprised at the lack of custom hotkeys. In gnome, as far as I can find, very few are "allowed". I mean like, really basic. Web browser, mail, etc.

Gnome hotkeys work in ion3, which is designed for users that only have keyboards, and I really need to make my own damn hotkeys. I.e. if I want to run synaptic, I need to make a hotkey that opens a terminal and executes the command "sudo synaptic" since F3 does not allow sudo. Or, since I'm a security freak, I need to have a command that pops up with a specific nmap function.

How do I do this?
