missing desktop help topics in gnome 2.2 and red hat 9


I have a Red Hat 9 box where SOME of the users are missing SOME help topics in the top level help. "root" has all the topics, but several other users are simply missing several of them. If I login as a normal user, open a terminal window, and type "yelp", it says (Warning: failed to load external entity "") 5 times in the terminal window and I'm missing all 6 "Gnome - Desktop" topics and the "System" topic under "Additional documents". If I "su" to root in that same terminal window, then type "yelp" again, the warnings go away and all the topics come back. If I create new users, they are also missing the topics.
