If you open Synaptic Package Manager, and search for seamonkey, does it show up?

yes synaptic shows seamonkey 2.0.13 which is loaded and running BUT

everytime i open it - i get a notice WARNING you are using an old stable version update to the new version 2.4

I downloaded it synaptic does not see it - Maybe 2.4 is not ready for MINT?

being new to linux can be exasperating

How are you downloading it? Are you using the latest version of Mint? What version are you running?

I'm assuming 2.0.13 is the newest version in the repository. I wouldn't try to install what you downloaded. It's not a good idea to circumvent the package manager unless you know what you are doing. I'm sure it won't be long before a newer version of Seamonkey hits the repository.
