Mepis + Anjuta + devel pakages?


I just switch to MEPIS last week and I'm having trouble getting my IDE up and running. I've installed MEPIS (standard.... is there any other way?), but I seem to be missing some stuff. First of all I'm runnning KDE, but I wouldn't think that Anjuta IDE would care.
When I try to compile og build, the debugger says that there's no make method (or similar). If I try to do a simple man strtol, there's no entry for this function. Which packages to I need to install to make this work. In FC2, I just installed pretty much all the devel packages. Is there somekind of 'big brother' - package that install allt he std. libs? Any help will be greatly appriciated

PS. How come apt-get dist-upgrade, don't upgrade to the newest kernel. At least it doesn't activate it, and throw link to grub (like FC2 does). Any workaround for this?
