Mandrake Clock won't Change, stuck at 7:00

I'm running Mandrake 9.1 ppc and I can't change the clock. No matter what I go through, It refuses to change from 7:00 pm, 12/31/1969. Help!

did you try out the command "date"? Only root can change clocking set... I think
