Question man gives error information(iconv: illegal input sequence at position XX)

i frequently encounter this problem these days.
I'am redhat9 ,and i update the man program to man-1.5p ,the lastest one.But it doesn't solve the problem .
the LANG=en.
What's funny is the kde's help program can work normally .
i need to use the man program frequently .
Can anyone help me?

strings `which man` suggests that iconv: is NOT
part of the man-program ... have a look at OTHER
commands on your system ... check e.g. groff and
less or whatever your man may be using to format
the files ...
