Making character images


I am having trouble following the man page for bitmap.
I would like to use this as a tool to make character sized images to distribute in a maze of tunnels. Would someone enlighten me as whether this tool can do what I am after?
Do I need to convert the bitmap to ascii to create a saveable character?
Do I save it as a .png to be able to save it?
If I do how can I use it as a character to move it about with erase behind?
Can I make it into a font-like character and use it to replace "D" for dragon from the keyboard?
To my mind making a font set of characters would be great but from my reading it all seems convoluted and more lengthy than seems necessary.
Is there a way to do it like the meta key to put characters together to make another e.g. windows key+o+o --> "°".?
