Make O/S and live disc from ISO download

Have downloaded Mint Quiana 64 bit ISO file

So far have burned several discs but only the file transferred. None activate.
What am I missing?

How did you burn the Iso file?
As file or as iso image?

The file is ISO image as downloaded.
It burned as a simple copy.
So I need to do something to the before committing to burn.
This situation is the same on my 32bit Mint setup a and on W7 native and CDburnerXP pro
Whenseelecting 'make ISO' in CDXP for example the file is not found yet as a copy it went OK

You need to burn the downloaded Iso file as Isoimage.
CDburnerXP can do this.
