Make my kde desktop becomes a blackboard

I whould really like to know if is there some apliccation or software or desktop effect (kwin, plasmoid or something) wich whould allow e to draw with mouse on the screen just over my wallpaper, or not over the openned windows. I have the kwin desktop effect to draw over all in the screen anytime, but windows can't cover it.

I'm using kubuntu 15.04, kde 5.3.

Does it *have* to be on the wallpaper? Or would you be fine with having a image editor open and drawing on that?

How about Ardesia? You can also find it in the repositories using Synaptic or Kubuntu's package manager.
