I created my own one in php that has a decent amount of functionality and a readme install file.
It doesnt do some of the more advanced things for htaccess just most of the basic ones like user adding/deletion/passwords, groups adding/deleting/modifying, folder protection, forbidden files.

of course, the only thing is if you change the code for the better would you email it to me?
I'll put it in a public directory at www.itzme.com/pub there should only be one file there. It does alot of the basics but needs some mods before its a very good admin suite.
