local rc file?

I have another computer without internet and I would like to install point2play on it. I have instructions to do so, but I am not exactly sure on where my "local rc file" is.

2) Add an entry to your local RC file
Inside ~/.point2playrc, add a line in the following format:

<version number>=<path to installed winex>:<winex script>

For example:

Please help me out...

Check your home directory. Do
ls -la ~/.*
If you see .point2playrc then that's what you need to edit. If you don't see it, run Point2Play and then check again.
