Linux and forms 6i undefined __ctype_tolower

Our linux is Red Hat Enterprise Linux WS release 4 (Nahant Update 3) now.
I tried to build f60runm or f60runmx and get error

make -f ins_forms60w.mk f60runm

/applhome/oraias9i.Linux/6iserver//lib//libplsf.a(hshhsh.o)(.text+0xf5): In function `hshhsv':
: undefined reference to `__ctype_toupper'
/applhome/oraias9i.Linux/6iserver//lib//libplsb.a(pfrdis.o)(.text+0x82b): In function `pfrdis':
: undefined reference to `__ctype_b'
/applhome/oraias9i.Linux/6iserver//lib//libnetwork_d.a(nldtr3.o)(.text+0xcc): In function `nldthdump':
: undefined reference to `__ctype_b' etc.

I found one solution to add into oracle example file ue_xtb.c :

#include <ctype.h>
__const unsigned short int *__ctype_b;
__const __int32_t *__ctype_tolower;
__const __int32_t *__ctype_toupper;
void ctSetup()
{
__ctype_b = *(__ctype_b_loc());
__ctype_toupper = *(__ctype_toupper_loc());
__ctype_tolower = *(__ctype_tolower_loc());
}

It helped me to create module f60runmx, but when I run it, it does nothing
without any message or dump file.
csh> ./f60runmx
csh>

I think, that problem in /usr/lib/libc.a that contain
__ctype_toupper_loc instead of __ctype_toupper in old linux version.

Please, help me. Irena
