limiting bandwidth take up on Apache

Is there a setting or configuration in Apache that I can allow every sub-folder I create in my web directory to also stream as a subdomain? Like if I make /www/folder it will also translate on the browser as ?

No, that's not an Apache thing, that's a DNS thing.
