Limited Upload Speed

I trasnfered some files off of a buddy's computer, and the transfer went pretty smooth, average 700kB/sec, but when we transfer the files back, it's only giong at aroun 50k. I checked this with anotehr computer, and the limit seemed to be present tehre as well. I'm usingProFTP as the server to handle file transfers, but I think this might be a bigge rproblem than jsut with that, as I set the TransferRate to 10,000kb. Any ideas?
