The closest thing to OE i know is Ximian Evolution
http://www.ximian.com/evolution
have no idea if it supports Arabic Language

If you go to that website above, there is info on downloading and setting it up.
I'd suggest to look at kmail as well, it support is through KDE so if you can get KDE to work with your language, I'll bet kmail will too.
If you have KDE installed, you likely already have kmail on your system.
