Question Licq won't start

For some reason Licq won't start when I try to start it from the command line, or when I try to start it from the desktop. I get the following error when I try starting it from the command line:

16:04:05: [WRN] Licq: Ignoring stale lockfile (pid 5199)
After that message nothing else happens. The program doesn't load or anything. How do I fix this?
