i don't fully know what you mean, for already installed packages?
if its for already installed programs, run ldd file, for example
ldd /bin/ls prints: => /lib/ (0x4002c000) => /lib/ (0x4003e000) => /lib/ (0x4016d000)
/lib/ => /lib/ (0x40000000)

RPM will often give you a good idea what is missing, when you try to install a package. If you install YUM or apt then these packages will also give you detailed reports (most of the time.) You can also go to the package's project page and read their documentation. You can then search for that library on your system. I prefer applications such as apt.

If you are installing from source,, then documentation is your only real choice - or compiler errors.
