lastb not working in RH9

My system is RedHat 9.0.

I have created the file "/var/log/btmp" using the touch command, but the "lastb" command is still not working. I have created a test user, and typed the wrong password for him several times. I have also typed the wrong pass for root, but it's not logging anything. When I run "lastb", it reads the file fine, but just displays:

btmp begins Wed Jun 15 11:08:46 2005

That's all I get. Has anyone run into this before?
