Keyboard Shortcut for Sound controls Capture, not Playback


I am using the Gnome desktop in Fedora, and when I set the keyboard shortcuts for volume, it controls the sound levels for Capture, not for master or Playback.

Is there a way I can change which device the shortcuts control?

I discovered the way to change which sound device whose volume is changed with the keyboard under Preferences > Hardware > Sound. The Default Mixer Track setting tells which device will be changed with the keyboard.
