You are trying to put them into the system directory, this is only needed if you want all users to have access to those templates. Since it is a system directory, you need root access.
If all you want is for your user to have access to those templates, put them in

. Notes 1) : folders beginning with . are hidden files, you need to enable "show hidden files" in you file manager.
2) Do not unzip those templates, kdevelop uses them zipped. (took me a while to figure out, so I'm sharing)
