KDE Themes

I found a kickass black and white picture of Kerrigan, and I was thinking that it'd be cool to build a theme around the pic. Are there any tools, tutorials, or resources for making a KDE theme?

The only tutorial I've found said to "find an existing theme and figure out what they did." I thought that was dumb, so I exited said 'tutorial'.
