Kde sound problem -It works but has a problem

Ok im running kde 3.2 All programs play sound for all users everything is fine there.

Here is my problem my macromedia flash browser plugin only plays sound for root and no other users it. the plugin works for all users just doesnt play sound.

If i run this command artsdsp konqueror or artsdsp mozilla it will work for all users can anyone tell me why that is? I want to fix it so i dont have to type that everytime.
