It appears that pkcon was upgraded and no longer requires the 2 step process that apt requires, and that the instructions on that linked page is out of date.
What you posted shows the download and installation of those packages completed with the update step.

As far as why the discover app gives erroneous info and forces the reboot I think that is something to address with the developers for your distro. A bug report is possibly needed.

^ Just to clarify:

'pkcon refresh' is the equivalent of 'apt update'
'pkcon update' is the equivalent of 'apt upgrade'

(afaics 'pkcon upgrade' either shouldn't exist at all, or do the same as 'pkcon update')

Are you, computersavvy, saying that 'pkcon refresh' is automatically rolled into 'pkcon update' in newer versions?

I have here pkcon 1.1.3 and it certainly works the way I just described. 'pkcon upgrade' actually throws an error.
