You could try to manually re-create it, if you know all the titles that were in it. Or, you could try to re-install the kdebase3-extra rpm (do it manually, using the rpm -U --replacepkgs option to install, replace package even it is already installed). That should re-install the missing parts.
PS. I'm not certain that kdebase3-extra is the correct rpm to re-install. On SuSE, that's the rpm which contains the kappfinder.
