KDE Menu Edit for multiple users

I am the defacto admin for a multi-user linux server for my research group, being the only one in the group with substantial linux experience. None the less, there are still plenty of things I haven't got a clue how to do. Among them:

I install some software. It works. Yay. Now, I want to put it in the KDE menu for everybody to use. I can use kmenuedit to add it for individual users, but I'd like to just be able to do it once, as root, and have it go in everybody's menus. Is there a way to do this?

Also, is there some kind of X-based (or KDE or Gnome, etc) message-of-the-day utility that I could use to pop up a message the next time everybody logs in, letting them know that this software has been installed?

you can create a sort of skeleton or ideal user and then copy the .kde directory to everybody. all of the settings for kde are stored in a users ~/.kde. if you go to ~/.kde/share/config you will see files that contain settings for almost everything in the kde environment (screensaver, menu settings, etc). here, you can pick and choose what you want and then just distribute it to everyone else. be careful, though, because some of the settings might be specific to usernames and such.
