On my system (running opensuse 10.3 with KDE 3.5) I see a "Display" section immediately under "Clock type". If I select "Digital Clock" the check-boxes in the "Display" are Date, Seconds, Day of week, Blinking Dots, Frame. I check "Blinking dots" and it works. Which KDE version are you running on?
