I have the same problem under kubuntu when trying to compile kickerpager-0.3.1
I searched for the Qt packages by
sudo apt-cache search qt
and installed the qt3 & 4 devs and assistant for 4 - no result.
Running fron root - no result.

Installed:
- qt3-qtconfig
- qt3-dev-tools

I'll try reboot in some time.
