Just don't know what I'm missing here...

When I'm trying to run devhelp installed from the sources, I get this error:

devhelp: error while loading shared libraries: cannot open shared object file: No such file or directory
I just am not getting what I''m missing here. libopenssl 0.9.6 seems to be installed.

Wouldn't it be the path that's important, rather than the actual path?
Check /etc/ to make sure the location of the is included. If not then add it and run ldconfig
