i read about the jasper package and such, im kind of confused as to what i need to do to resolve this error

You either need to install jasper, pass the --without-libjasper to the GTK+ configure script, or install an earlier version of GTK+ that doesn't depend on jasper.
im currently passing --without-libjasper to gtk+, but i would really like to install libjasper, as i like my system to be complete so i can compile tons of stuff with out problems. without jasper is an option, but not one that i like. i have found several packages of libjasper and or jasper and or jpeg but they do not turn the flagging of the jpeg2000 off.
Sure, you can run ldconfig, but that's not likely the problem. Look in config.log for the failed GTK+ configure. That will tell you why the test program is failing.
