javac error when installing Tomcat as a daemon


I am trying to get tomcat 6 installed as a daemon following the instructions from the installation document (

tar xvfz jsvc.tar.gz
cd jsvc-src
cp jsvc ..
cd ..

and am getting to ./configure and am getting the following error:

*** Java compilation tools ***
checking JAVA_HOME... /usr/java/jdk1.6.0_14/
checking for javac... NONE
checking for javac... NONE
configure: error: javac not found

I have verified that the JAVA_HOME is set correctly and is in the PATH. I have even run ./configure --with-java=/usr/java/jdk1.6.0_14/ with the same result.

Any suggestions?

I have also verified there is no javac in /usr/java/jdk1.6.0_15/bin. What am I missing?

I used:
yum install java-1.6.0-openjdk-devel
Basically we forgot to install the development/compile portion of the JDK.
