japanese support on suse linux


iam not able to view our application in japanese even after setiing the environment variables LC_ALL and LANG ,LANGUAGE to ja_JP.sjis
or whatever.i tried with all encodings.still my application comes only in
boxes and the heading alone come in Japanse.
we have internationalized our code and all text messages are picked from a properties file which is in sjis encoded format.

its not coming properly only in suse and redhat it comes out in japanese.
any idea as to what is missing.

i tried converting the properties file to eucjp jis or other formats and of no use.i would like to get the reply asap as we have release soon.
