ISP type functionality..

Heres what I'm trying to do:
Allow people to dial into my computer and use my Cable Internet Line.
Pretty much a Ras machine.


I dont want to purchase a Digital Modem Card.
I dont want to buy hardware modems that will run on linx.

If possible i'd like to use an external seperate windows machine that uses Win modems.

I want the user names to be held on a linx or unix machine, and when someone dials in, I want the windows machine to look up username and passwords on the unix or linux machine. I want to be able to do this, because if I need to add another windows machine for more modems and more lines, i dont want to have to copy the users list from machine to machine.

Can someone tell me how this is possible? or if it is.
