is there some software to be called to help output debug information?

Something like a collection of subroutines (in Fortran language) which I can put in specific location and call to let it output specific information of say comment, round of iteration, depth of recursion, option to suppress output at specific level, etc without affecting performance much. Something that can be generally used in all program practices.

or, what's the best tool for debugging? Command line/GUI debuggers are hard to give a complete view of all intermediate variables for them to be tracked continuously to see what goes wrong.

You could see if there is an "Integrated DeveLopment Environment" for your programming language of choice, might be what you are looking for.
