is there an app that will display a weather warning like how pidgin and empathy display prompts when someone logs on, i would like to be immediately informed if there is a severe weather alert from the weather station in me city

Maybe not an "ap" as such but you can sign up for RSS feeds at NOAH. See http://www.noaawatch.gov/rss/index.php. Bear in mind that radio and television broadcasters get all their weather data from NOAH and it might be worth a look-see.

Well, I suppose RSS feeds are kind of an "ap," eh.
