Is there a simple "How to" reschedule linux?

Greetings,

I was trying to get my Satellite U400-J100 to perform better with Kubuntu 14 Lts.

The guys at KDE gave me good tips about how to limit the footprint of KDE by turning off effects and search etc...

One suggestion was to reschedule the io processes. I have an overall idea of what that entails but was looking at a tutorial that could show me how to do it.

Do they mean changing kernel scheduler? CFQ/Deadline/No-op.
