is "httpd start" red hat specific?

im doing some make up credit in class and need to know if "httpd start" is a red hat specific service, or if it can be used in other deployments of linux

Its not Redhat specific. httpd is a apache command, not a Redhat only command. If you have apache, you have httpd. I actually prefer using apachectl command to start and stop my webserver though...

apache can be installed onto any Linux, windows, or sun system is that correct. from what i have heard running it in the windows environment creates less security on the system.
