Irate radio installation problems involving libaries

I am trying to install Irate radio onto Fedora 3 and run afoul of some libary errors

[root@localhost irate]# rpm -i madplay*
warning: madplay-0.15.0b-1.i386.rpm: V3 DSA signature: NOKEY, key ID 77b1c00c
error: Failed dependencies: is needed by madplay-0.15.0b-1.i386 is needed by madplay-0.15.0b-1.i386

I have got these two libariers installed onto /usr/local/lib

[root@localhost lib]# cd /usr/local/lib
[root@localhost lib]# ls
libid3tag.a libopenobex.a libmad.a
[root@localhost lib]#

and looking around I found I needed to add an extra line into /etc/

Any ideas?
