International user configuration
 

I support a small Debian server with about 250 users. Among these users, we have a few English speakers who spend much of their time overseas, and we have a few for whom English is a second language living in the U. S.. I'd like to make life as easy on both subgroups of users as possible.

My main concern is for the English speakers overseas. While most are multilingual, they are far more likely to find themselves in countries with unfamiliar languages and keyboards. For example, one of my users just learned how to coax a * out of a Peruvian keyboard, and still has { in place of ' in most of her messages. All of our ESL users are living and working in the U. S., and are quite comfortable--but I would like to make it as easy as possible for them to use their native language if they so choose.

We don't support many services, so just about all interaction with the server is either through a web browser, an email client, or ssh. Almost all are connecting from Windows boxes of various generations. Any suggestions anyone can give are greatly appreciated--even with regard to setting the time zone, I don't know where to find the canonical listing of global time zones. I'm fine with an RTFM answer, as long as it tells me which FM to R. I don't even know where to look, really.
