installing pygtk-1.99.9 errors


[root@localhost pygtk-1.99.9]# PYTHON=/usr/bin/python ./configure
....
..........
checking for python... /usr/bin/python
checking for version... 2.2
checking for platform... linux-i386
checking for python >= 2.2... okay
checking for headers required to compile python extensions... not found
configure: error: could not find Python headers

What exactly are headers? Is it possible I don't have the proper ones? This is the 3rd lib I have had to install in order to get Nicotine (a pysoulseek type app) installed and should be the last #1 was gtk+-2.2.3 and took me down 15 different roads to get it installed, #2 went easy, and here we are again!
