Why do you need that? We have a bunch of instant messenger in Linux. You must have one alredy installed. Search for "kopete" or "gaim" on your system. They both support not only all protocols that paltalk does, but also a few more things, like Jabber, Google and even IRC.
I understand it can be difficult to find the equivalent of one application you like to use in Windows for Linux. This is a good Table of Equivalents - Linux / Windows:

If you've tried to above command, then it's wrong. Linux, unlike Windows, is a case-sensitve operating system, meaning that Wine is different of wine and different of WINE. The correct is "wine".
Also, when reporting errors, copy and paste the _exact_ error you got from the console. "Is not responding" is not correct. "Command not found" was perhaps the message you got(?).
Last tip: Don't use wine, unless you just need a native program in Linux and you can't find a good replacement. Check the above table first
