Installing fprobe on Ubuntu 8.10

I am trying to install fprobe on a linux virtual machine so I can gather some NetFlow data. As per the install instructions, I typed "./configure" in the terminal once I was in the /home/"username"/Desktop directory which is where the unzipped .tar.gz file is for fprobe. It ran through some checks and the last few lines were are follows:

checking pcap.h usability... no
checking pcap.h presence... no
checking for pcap.h... no
checking for pcap.h in alternative location...
configure: error: pcap.h not found

What is pcap.h and how can I fix this? Thank you.

You probably need to install libpcap-dev. Use your package manager.

When I open Synaptic Package Manager and search for "libpcap" it says Installed Version is 0.9.8-5
