That's incorrect regarding LibreOffice (and OpenOffice.org, and Thunderbird, and Firefox --> though I'm struggling to get the latter two to work properly). On my computer, LibreOffice does correctly reflect the language I chose (en-gb) for both the program and for LO's help. Note the three pictures I've attached, with one that shows where the language is chosen, and then an example showing that the language is correctly reflected in a formatting menu option (specifically, "centre"), and finally a window showing colour options. The LibreOffice help documentation has plenty more examples. The two packages that provide this functionality are libreoffice-help-en-gb and libreoffice-l10n-en-gb (and I think the appropriate hunspell packages provide the spell-checking).

I think you can still get it in OpenOffice.org as well. A lotta distributions have moved away from OOo, but the OOo site still provides both RPM and DEB versions of the en-GB language pack. See the following site and check out the different language options for whatever version of OOo that you have: https://www.openoffice.org/download/index.html You can choose either a full version of OOo in "English (British)" or simply choose the English (British) language pack to install alongside your existing OOo installation to give you the English (British) option. These options are available in either RPM or DEB versions, depending on your operating system.
