Thanks for that. I found out the problem. I went to package manager and for some reason none of the repositories had been enabled. I enabled them and I could install Gimp.
For google purposes in case someone has this problem in the future.
Can not install GIMP on Oracle enterprise linux.
Go to package manager and ensure that all the repositories are ticked.
