Is reboot successful?

Initrd is the initial ramdisk created before mounting the other filesystems.
How it can be locked I'm not sure, but sounds like a failure to terminate something on shutdown, or some kind of timing problem on restart.
If you can, try 'fuser /initrd' to see which process is using the filesystem.
