Image comparison Algo


I want some algorithm so that I can compare images via web application, (preferably in python) so anyone please suggest me regarding this...

it should be working with some web application and also for (Linux) Desktop Application....

PIL (Python Image Library) can be useful, it has all the common facilities but I want my application to compare images even the resolution or the file format is different ...
